You Spawn The Cosmic Boy By Spawn Egg 

Or By Using Summon  Commands (/summon sg:cosmic_guard) 

Can't Spawn Naturally (Will Be Changed In Next Update 

You Can Tame / Hire Him By Giving Diamonds 

Will Follow You After Hiring / Taming Or You Can Make Him Stay By Right Clicking Him. 

If The Health Decreases You Can Heal It By Feeding Any Food Items 

Can Sit In Boats And Minecarts 

Still Have some Bugs (Were Subject To Fixed In Future Updates)
